Kacper Michajłow 70434765d7 Add support for VS2019 and Ninja
- Specify byproducts in external projects
- Use external Boost
- Remove hacky Qt detection
- Fix CRT mismatch in external projects (fixes SoapySDR on Windows)
- Minor fixes
