Kacper Michajłow 305c97fc0e CMake: Make compiler flags selection and detection more flexible.
- Fix for RelWithDebInfo and MinSizeRel build types
- Use -march=native instead of handcrafted detection when possible
- Refactor whole thing to reduce code duplication
