sm6150-common: gps: Add nmea tag block grouping feature

Tag Block grouping is used to report more than 12 SVs in GSA.
It is controlled by item NMEA_TAG_BLOCK_GROUPING_ENABLED in
gps.conf and only applicable to GSA.
