sweet: overlay: Update power profile from sunfish

- from device/google/sunfish@441168f
 - correct battery capacity and cpufreq for sweet
 - update Radio related values, gps.on value & wifi.batchedscan values
 - based on stock power profile
 - values taken from resource-overlay
