qcacld-3.0: Remove macro HTT_TX_DESC_PADDR()

Macro HTT_TX_DESC_PADDR() is unused. Furthermore, it references
tx_descs fields which do not exist. Since it couldn't possibly be
used in its current form, remove the macro.
