qcacld-3.0: Remove unused tdls api in hdd

Remove below unused tdls api in hdd:
- wlan_hdd_tdls_extctrl_config_peer
- wlan_hdd_tdls_extctrl_deconfig_peer
- wlan_hdd_cfg80211_tdls_scan
- wlan_hdd_cfg80211_send_tdls_discover_req
