qcacld-3.0: Consolidate multiple SIR/CSR PMKID_LEN to PMKID_LEN

1. Change MAX_PMKID_LEN to PMKID_LEN (present in qcacmn)
2. Change SIR_PMKID_LEN to PMKID_LEN
3. Change CSR_RSN_PMKID_SIZE to PMKID_LEN
