scripts: gki: Disable DEBUG_FS for user variant builds
DEBUG_FS is enabled in {target}-gki_defconfig for supporting
internal test teams requirements. But android requirement is
that, DEBUG_FS should be disabled for user builds. So add
support to merge debugfs.config fragment for user builds.

consolidate fragment contains the all the debug features on top of qgki fragment for regular debugging and debug fragment contains memory debug features. scripts: Consider env vaiables while running 'make'
The scripts, gki/generate_defconfig.sh and kconfig/merge_config.sh doesn't consider the host exported environment variables (such as HOSTCC) while running 'make'. This is particularly needed in the Android build environment as it uses the compiler, linker, and other utilities from a pre-builts' path, rather than depending on the host tools. scripts: gki: Clean the generted files by hand instead of mrproper
The script generate_defconfig.sh runs 'make mrproper' at the end as a part of its cleanup routine. This action, however, also removes tags, cscope.*, and other necessary files from the source tree, which is not desired. Hence, hand-pick the generated files manually and remove them instead of relying on 'make mrproper'. scripts: gki: Fix setting of a CONFIG if it's unset in base defconfig
CONFIGs that are unset in base defconfig (# CONFIG_X is not set), but gets enabled in fragments through menuconfig, the diff is shown as: -# CONFIG_X is not set. However, for the fragments to work correctly, it must be set to 'y'. Hence, explicitly set them in the config fragments.
