Default UBWC configuration for LPDDR5 is corrected.
Highest Bank Bit is set to 16.

954a066aac msm: vidc: Fixed LTR count capability 
Kona target supports two LTR frames encoding.
Fixing this capability in kona driver.
Handle resolution check correctly while setting
slice mode.
