This is a qcacld-2.0 to qcacld-3.0 propagation.

In present code, Host sets thermal power limits to 10dbm,
for both 2g and 5g, leading to connection failure.
Set Thermal Power limit to 30dbm for both 2g and 5g. So
that FW takes the default values from BDF.
