Update tx rate flags to include 160Mhz bandwidth in
wma_set_bss_rate_flags_he.
Add HE 160 mcs to rate mapping for nss 1 and nss 2.
This change will fix incorrect bandwidth report via
IW command: iw wlan0 link.
