Fix the reason code used during Nss update request. If there is MCC upgrade or DBS downgrade, the hw mode change request internally send the Nss update request. But, the current implementation uses the same fixed reason code during Nss update request and due to this on receiving the hw mode change response, the expected callback function is not getting invoked.
