Jeff Johnson abcce17d32 qcacld-3.0: Relocate hdd_set_peer_rate() ... Currently hdd_set_peer_rate() is implemented in wlan_hdd_wext.c with a prototype defined in wlan_hdd_wext.h. But the only client is located in wlan_hdd_hostapd.c, and since that is where the "master mode" ioctls are handled, relocate hdd_set_peer_rate() to wlan_hdd_hostapd.c and make it static.
