Currently this wmi is blocked because gEnableMCCAdaptiveScheduler is set as 1, which is incorrect. Add a new dynamic_mcc_adaptive_sched flag to allow wmi command WMI_RESMGR_SET_CHAN_TIME_QUOTA_CMDID for Miracast case.
