hqu e32e52a575 qcacld-3.0: Intersect he_capable from SAP and ref STA ... When SAP doesn't support 11ax phymode, ref STA which support 11ax phymode connect to SAP, this will result in firmware crash due to WMI_PEER_ASSOC_CMDID set peer_flags with WMI_PEER_HE and peer_phymode set with SAP session phymode which doesn't support HE capability.
