Alok Kumar f70f79a9eb qcacld-3.0: Fix inadvertent logic error in htt_tx_desc_init 
Currently, "channel_freq" is declared as uint16_t. But
htt_get_channel_freq returns "int" which is assigned to
"channel_freq". So, channel_freq != -1 is always true
regardless of the values of its operands.

Declare "channel_freq" as int and add the check if
channel_freq is positive.
