Implemented the "nqd=1,0,-1" logic for decoding.
Plot scale now marks the decoding range in blue, Rx freq range in green, and Tx frew range in red. git-svn-id: svn+ssh://svn.code.sf.net/p/wsjt/wsjt/branches/wsjtx@3126 ab8295b8-cf94-4d9e-aec4-7959e3be5d79
