6d2e974b8d Call the MSK144 short-message decoder only if "Sh" is checked. Also,
make ntol available to the MSK144 decoder.

b0108d59be Add hash test. Add phase0 loop. Implement hash test in msk144d.f90 test program. Have not yet tested short messages with hash test.
