716d0a9727 Comment out the fast-fading channel simulator, it's not needed in WSJT-X and causes grief for WinXP folks without rand_s.

e7bd8383fb QRA64 decoder is now basically functional with qra64_decode_fastfading(). Currently only submode A. More to come...
