fe7c4e3993 add ltc_rng function pointer 
the idea is to be able to easily provide a plug-in rng for a specific
platform without the need to touch the library.

f7bd454dd5 Revert "add release flag to makefile.shared" 
This reverts commit 14272976d0.

This is neither a 'package-internal library' nor
one 'whose interfaces change very frequently' so we remove the
release information again from the shared library.
