Add temporary simpler Tx scheduler for WSPR-LF
...
Until the advanced band hopping scheduler is upgraded to work with T/R
periods other than 2 minutes this scheduler uses a strictly random
scheduler, except that Tx percentages less than 40 defer Tx periods
that would otherwise be consecutive.

Improve encapsulation and reliability of the wide graph 60m behaviour

The wide graph class handles 60m band behaviour of the minimum decoded
JT9 DF internally without leaking implementation details.
On 60m the lowest JT9 DF is always zero and the spin box to set it is
disabled. This reflects that 60m only has narrow channels and JT9
signals should share the same dial frequency as JT65 signals.

Message unpacking fixes and improved test coverage

Fix packjt truncation error and text3 null detection.
Add additional test messages.
Add check message capability to jt65code and jt9code so that
comparison confirms expected output.
jt65code and jt9code now should always have identical outputs..should
allow for automatic regression testing.

Fix a race condition with OmniRig where it goes offline regularly
...
A timer to check for excessive off line time reported by OmniRig was
overlapping prior timeouts, changed to use a single timer that can be
reset if timeouts overlap.

Correctly unpack DE messages with type 1 compound calls

These were only unpacking a grid rather than interpretinbg that grid
as a type 1 prefix or suffix when appropriate.
