Change RX packet processing to enqueu
This changes the RX thread to send the packet into a queue instead of
starting a new thread for every packet.

Updated plugins and plugin interfaces for Packet
This patch updates unit tests as well as the Plugin filter()
interface to accept a packets.Packet object instead of a
packet dictionary.
